OK, for those worried about Friend's List, this could be easily fixed, with Your new name appearing in the List, and a "Formerly known as ......." appearing underneath.
Ignore should ignore the new name as well, just because you changed names, doesn't mean I want to talk to you!
So, as long as the game makes it clear that this person was previously person X, I have no problem with it.

Doesn't anyone pay attention?
It looks like name is a primary key. What that means, in a nutshell, is that name is used as a lookup into the databases for your characters information. Most likely, this field is not modifyable. That means you cannot change it, and any attempts to do so would throw an error.
Now, IF they were to recreate all the databases, copy all the data from the old databases into the new ones, rename the new ones to the same names as the old ones (after deleting the old ones) and have GW shut down the entire time... then they would have to deal with the headaches that come with having databases with modifyable primary keys.
You don't want this. Trust me. The risk goes way beyond potential scammer abuse.

One account can have four characters. If player name would be primary key, how they could identify that those four characters belong to same player? Characters probably have own table and account_id is primary key in other table. Account_id datatype is probably some kind of number. That way they can know, what characters belong to same account.
Besides ArenaNet has stated that character names which violates the EULA (the rules or something) can be able to change their character name so it is possible.

With a database that uses your email or whatever as key for account specific information and the player names are data in that table. Then the names would be primary keys on character specific tables.
True on the EULA point, however, so there's a real good chance that I'm not close to being right. Tell no one.

But it has to:
1- have a limit on how many times you cahnge the name.
2- should cost money to do so and not 300gp, should be like 1K or so.
Otherwise people would abuse it like hell.
Also for changing appearance, it should be for skin, hair color and type but not the face.
The face should stay the same.

What's to stop a person from deleting a character who scammed, and creating a new one?
